We surveyed 126 Baltimore City voters about their experience voting in the primary election in July 2022.
Nearly half of respondents voted by mail or absentee ballot. Respondents rated their overall experience with their voting method on a scale of 1 to 5, with 1 being “Poor” and 5 being “Excellent.”

Challenges with printing a ballot and confusion about how to return
Dropbox used by 37 respondents (61.7%)

“Ensure ballots are delivered in a timely fashion and that people understand the process if they choose to print the ballot (several folks told me they didn't get their ballots, couldn't print, didn't have the correct envelope, etc.)”
“Make it automatic instead of having to request”
“I gave up on the electronic ballot receipt after one cycle. It was awful having to print it out and transfer numbers, etc. I think that is a waste of people's time - it is too complicated. The mail receipt worked for me, but my other son requested it just before the deadline and it arrived too late for him to use.”
“More reliable, many voters voted provisionally on election day because they said ballot never arrived”
“I found the instructions to be a bit confusing, and there were a lot of pages to print out, only some of which needed to be returned.”
“I liked getting a text message saying the my mailed in ballot had been received. It gave me confidence in voting by mail so will probably continue doing so.”
“I signed up several mos ago for forever absentee voting, with ballot to be emailed. I got an alert a ballot was coming, but never got the ballot, despite several requests via email. Instead, I voted provisionally.”
“My son gets two ballots every year when he asks for a mail in ballot, and while he has reported it many times, he still gets two. It would be good to have a place to report ballot errors that actually works.”

“Make sure that there are ramps available for wheelchair accessible folks and people with strollers.”

“I served as an election judge on July 19. I'd like to see much better organization well before the election. Our polling place was OK (I think) but I could tell that, administratively, the election was really a mess on the back end.”

“A process that is more eco-friendly and cuts down on waste/cost of paper associated with voting. Scrolling was very difficult, and confusing, it would be easier, clearer, and comprehensive is candidates names appeared on the same page. Was difficult to keep track of my selections and candidate choices while voting because not all of the names appear on the same screen/page”
“I had planned on voting in person. I tested positive 1 day before the election. My wife asked at our polling place if I could still vote. They gave her a phone number to call. I called and the gave me very simple instructions on how to get a ballot by printing out an agent form online and having her submit that to the polling place, they then gave her a ballot for me, I completed that and turned it in. I was very concerned I would not be able to vote but the process became very easy. I know by ballot is likely considered provisional but it's good to know it would count if needed.”
